    The informal sector in the labour reserve economies of Southern Africa with special reference to Zimbabwe

    This paper is written as a contribution to the research project in Zimbabwe on the informal sector. We have therefore written it in the absence of any detailed research on the subject. Our main purpose has been to raise both theoretical and policy issues we consider relevant to Zimbabwe. Although experiences elsewhere in the Third World may be useful to Zimbabwe, we have deliberately sought to narrow down the set of relevant experiences by highlighting the specificities of the historical experiences of the type of economies that Zimbabwe belongs to. A number of positions adopted in the paper may have to be rethought in light of more information. Hopefully the assertive and at times polemical way in which they have been stated will provoke response from other researchers and enhance our understanding of the informal sector in this country. Furthermore, it is our hope that our presentation will encourage a more sober attitude towards this sector and save Zimbabwean researchers and policy makers some of the euphoria that afflicted much of Africa at the "discovery" of the informal sector

    Swings and roundabouts: the vagaries of democratic consolidation and ‘electoral rituals’ in Sierra Leone

    YesThe history of the electoral process in Sierra Leone is at the same time tortuous and substantial. From relatively open competitive multi-party politics in the 1960s, which led to the first turnover of power at the ballot box, through the de facto and de jure one-party era, which nonetheless had elements of electoral competition, and finally to contemporary post-conflict times, which has seen three elections and a second electoral turnover in 2007, one can discern evolving patterns. Evidence from the latest local and national elections in 2012 suggests that there is some democratic consolidation, at least in an electoral sense. However, one might also see simultaneous steps forward and backward – What you gain on the swings, you may lose on the roundabouts. This is particularly so in terms of institutional capacities, fraud and violence, and one would need to enquire of the precise ingredients – in terms of political culture or in other words the attitudes and motivations of electors and the elected – of this evolving Sierra Leonean, rather than specifically liberal type, of democracy. Equally, the development of ‘electoral rituals’, whether peculiar to Sierra Leone or not and whether deemed consolidatory or not, has something to say as part of an investigation into the electoral element of democratic consolidation.1 The literature on elections in Africa most often depicts a number of broad features, such as patronage, ethno-regionalism, fraud and violence, and it is the intention of this article to locate contemporary Sierra Leone, as precisely as possible, within the various strands of this discourse

    Post-populism in Zambia: Michael Sata’s rise, demise and legacy

    Models explaining populism as a policy response to the interests of the urban poor struggle to understand the instability of populist mobilisations. A focus on political theatre is more helpful. This article extends the debate on populist performance, showing how populists typically do not produce rehearsed performances to passive audiences. In drawing ‘the people’ on stage they are forced to improvise. As a result, populist performances are rarely sustained. The article describes the Zambian Patriotic Front’s (PF) theatrical insurrection in 2006 and its evolution over the next decade. The PF’s populist aspect had faded by 2008 and gradually disappeared in parallel with its leader Michael Sata’s ill-health and eventual death in 2014. The party was nonetheless electorally successful. The article accounts for this evolution and describes a ‘post-populist’ legacy featuring of hyper-partisanship, violence and authoritarianism. Intolerance was justified in the populist moment as a reflection of anger at inequality; it now floats free of any programme

    Political strategies of external support for democratization

    Political strategies of external support to democratization are contrasted and critically examined in respect of the United States and European Union. The analysis begins by defining its terms of reference and addresses the question of what it means to have a strategy. The account briefly notes the goals lying behind democratization support and their relationship with the wider foreign policy process, before considering what a successful strategy would look like and how that relates to the selection of candidates. The literature's attempts to identify strategy and its recommendations for better strategies are compared and assessed. Overall, the article argues that the question of political strategies of external support for democratization raises several distinct but related issues including the who?, what?, why?, and how? On one level, strategic choices can be expected to echo the comparative advantage of the "supporter." On a different level, the strategies cannot be divorced from the larger foreign policy framework. While it is correct to say that any sound strategy for support should be grounded in a theoretical understanding of democratization, the literature on strategies reveals something even more fundamental: divergent views about the nature of politics itself. The recommendations there certainly pinpoint weaknesses in the actual strategies of the United States and Europe but they have their own limitations too. In particular, in a world of increasing multi-level governance strategies for supporting democratization should go beyond preoccupation with just an "outside-in" approach

    Major flaws in conflict prevention policies towards Africa : the conceptual deficits of international actors’ approaches and how to overcome them

    Current thinking on African conflicts suffers from misinterpretations oversimplification, lack of focus, lack of conceptual clarity, state-centrism and lack of vision). The paper analyses a variety of the dominant explanations of major international actors and donors, showing how these frequently do not distinguish with sufficient clarity between the ‘root causes’ of a conflict, its aggravating factors and its triggers. Specifically, a correct assessment of conflict prolonging (or sustaining) factors is of vital importance in Africa’s lingering confrontations. Broader approaches (e.g. “structural stability”) offer a better analytical framework than familiar one-dimensional explanations. Moreover, for explaining and dealing with violent conflicts a shift of attention from the nation-state towards the local and sub-regional level is needed.Aktuelle Analysen afrikanischer Gewaltkonflikte sind hĂ€ufig voller Fehlinterpretationen (Mangel an Differenzierung, Genauigkeit und konzeptioneller Klarheit, Staatszentriertheit, fehlende mittelfristige Zielvorstellungen).
